Mouloud Khelif, M.Eng., MSc., MBA, MAS, is the Founder and Managing Director of SPG Advisory and President of Algeria Venture’s Scientific and Technical Council. Based in Geneva, he is a seasoned advisor in strategy, policy, and governance, with over 30 years of international experience across public, private, and non-profit sectors.

Mouloud is recognized for his multidisciplinary expertise as an entrepreneur, lecturer, and mentor, leading workshops on digital strategies and advising organizations on sustainable tech policies. He serves as a policy analyst and research team leader at the Centre for AI and Digital Policies, an instructor for The Internet Society, and a contributor to the Geneva Internet Platform.

He is a member of the UNDP-Digital working group on Safe Digital Public Infrastructure, and has played key roles in the Algerian tech ecosystem, including as President of Algeria Venture’s Scientific and Technical Council and organizer of the African Startup Conference. Mouloud holds advanced degrees from ENAC, Institut Polytechnique, HEC Montreal, and the Geneva Graduate Institute.
