Guillermo Palacios Pelayo is a specialist in innovation financing and ecosystem development, currently leading Communication & Growth at enisa, Spain’s national innovation financing agency. With over a decade of experience, he manages public–private investment programs channeling more than €300M annually to startups and SMEs, fostering entrepreneurship and growth across Spain.

As founder of Quantum Innovation, Guillermo connects Spanish companies with European tech and infrastructure projects, advising scaleups and supporting cross-border partnerships. His leadership has been instrumental in building bridges between government, venture capital funds, and founders, accelerating the maturity of Spain’s entrepreneurial ecosystem.

Guillermo holds an Executive MBA from IE Business School and has held key roles such as Country Manager at JobTeaser and Head of Partnerships at Inspiralia. He is recognized for his insights on the role of public capital in catalyzing private investment and for advancing Spain’s position as a leading European hub for innovation and venture capital.
