Joel Noutere is an Adoption Associate at the NATO Innovation Fund, where his work focuses on the adoption of defence technology across the Nordic region and the Baltics. His role connects emerging defence and deep tech companies with the institutional and market pathways needed to support deployment across allied ecosystems.

He brings experience across biosciences, defence, startups and research commercialisation. Before joining the NATO Innovation Fund, he founded the Nordic Defence Innovation Foundry, a non-profit initiative focused on developing the Nordic defence-tech ecosystem and strengthening links between industry professionals, investors and government stakeholders.
