César Tello is the CEO of the Spain Digital Economy Association (Adigital) and ESTECH, and serves as Vice President of Confianza Online. He is a Board Member of Ecommerce Europe and a member of the National Payments Commission of the Bank of Spain, contributing to the advancement of digital policy and innovation at both national and European levels.

With a strong academic background, Tello holds an MBA from IE Business School and a Master in Data Analytics from KSchool-UNIR. He is also a professor of digital transformation at several universities, where he shares his expertise in technology, digital strategy, and data-driven decision-making.

Under his leadership, Adigital has presented a comprehensive plan to scale the Spanish tech and digital ecosystem, focusing on fostering global tech champions. The organization is a pioneer in AI governance, having launched Europe’s first certification system for AI compliance.
