Ph.D. at Polytechnic University of Valencia (UPV), Spain, and a MSc in Civil Engineering at Polytechnic University of Valencia (UPV). He has completed postgraduate courses at the Polytechnic University of Catalonia, the Pompeu Fabra University of Barcelona, the Polytechnic University of Valencia, the École Nationale des Ponts et Chaussées of Paris, the École Nationale d’Administration (L’ENA) of Paris, the IESE Business School and the University of Navarra, as well as the National Institute of Public Administration (INAP), the Spanish Diplomatic School (Ministry of Foreign Affairs and Cooperation) and the CESEDEN (Ministry of Defense).
With more than 34 years of experience in the field of Engineering and Senior Public Management, since 1998, he has been Civil Servant in the Spanish State Administration; he is currently the General Manager of the Port Authority of Valencia in the Ministry of Transport and Sustainable Mobility, he was previously Deputy Director General of Communication and Information Systems for Security and Director of Security Technology Center in the Spanish Ministry of Interior. He has been Lecturer in the Superior Technical School of Civil Engineers of the Polytechnic University of Valencia, Spain (from 2003 to 2012).
He has participated as a visiting professor in several Masters in subjects such as Intelligent Transportation Systems and Cybersecurity; and has published, as author or co-author, more than 30 articles in national and international publications in topics related to Intelligent Transportation Systems and ICT Systems for Security.
He has been a member of the Management Board of the European Union Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice (eu-LISA) from 2012 to 2023 and a member of Spanish Official Civil Engineers Society since 1991.
