José Chica holds an MSc in Mechanical Engineering from the University of the Basque Country and a PhD in Structural and Mechanical Engineering from the University of Burgos. He has furthered his education with an Executive MBA, an International Executive Certificate from Georgetown University, and an Executive Certificate in Strategy and Innovation from MIT Sloan School of Management.
He is currently Head of Digital Transformation at the Energy, Climatic and Urban Transition Unit at TECNALIA and serves as a member of the Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs’ High-Level Construction Forum initiative. Previously, he contributed to the European Commission’s Thematic Group on stimulating investment in building renovation, infrastructure, and innovation.
Dr. Chica has participated in the European Steel Technology Platform, the European Technology Construction Platform, and the Eurocode Evolution Groups. His career focuses on the digital transformation and industrialisation of the construction sector, promoting Industry 4.0 concepts and fostering innovation in urban and public service infrastructures.
