Julio Jose La Mar

Chief Petty Officer, US Navy retired

About Me & Presentation Credentials

I am a retired US Navy Chief Petty Officer (retired Sept. 30, 2025) with over 20 years of experience in technical operations and organizational leadership. My career offers a unique perspective for the Defence & Dual-Use Technology track, combining 16 years of specialized technical experience as an Air Traffic Controller with high-level strategy in workforce development and retention.

Technical Expertise & Systems Evolution: During my first 16 years of service, I operated as an Air Traffic Controller, managing critical radar and infrastructure systems across carriers, amphibious assault ships, and integrated Marine Expeditionary Units. Serving in Forward Deployed Naval Forces in Japan and Spain, I have witnessed and managed the evolution and integration of ATC systems from legacy hardware to modern, mission-critical digital frameworks. I can provide expert insight into how defense technology must evolve to meet modern operational demands without compromising safety or readiness.

Executive Leadership & Workforce Impact: In my final years of service, I pivoted to strategic human capital management, serving as a Command Career Counselor.
