Jesús Martínez

General Director, Autonomous City of Melilla

Jesús Martínez García is the Director General of Technological Innovation for the Government of Melilla, where he leads a forward-thinking agenda to position Melilla as an attractive fiscal extension of the Andalusian and Málaga markets. His strategy emphasizes legal certainty, streamlined bureaucracy, and robust alliances with Málaga’s tech ecosystem, including the launch of the UGR Data Science & AI degree in Melilla.

Under his leadership, Melilla leverages its special tax framework to de-risk innovation and accelerate company setup, all within Spain’s and the EU’s legal and compliance standards. The city offers competitive incentives for technology and regulated online services, regulatory predictability, and close integration with Andalusian tech parks and investor networks.

Martínez García champions responsible growth, with a focus on digital services, e-commerce, gaming, and R&D collaboration. He ensures high compliance standards and strong RSC commitments, supporting local employment and community programs, and fostering industry-academia partnerships to align talent pipelines with real business needs.
